International Bill of Exchange (IBOE)

An International Bill of Exchange is a time-tested payment instrument that allows an exporter or service provider to convert a contracted receivable into cash before maturity. Properly issued and accepted, an IBOE becomes an unconditional promise to pay on a fixed date. At Mountaintop Capital Partners LLC, we structure, arrange acceptance, and place qualified IBOEs for discounting with reputable banks and institutional buyers so our clients receive funds up front while the payer settles at maturity.

What an IBOE is and How it Works

An IBOE is a written order by the seller that instructs the buyer to pay a stated amount at sight or on a future date. When the drawee signs “accepted,” the instrument becomes a binding obligation. Credit enhancement can be added by a bank “aval” or by converting the instrument into a banker’s acceptance. With that enhancement in place, the bill can be sold at a discount to a bank or forfaiter, providing immediate working capital to the seller. On the due date, the buyer or the accepting bank pays the face value to the holder, completing the cycle.

Where IBOEs add the Most Value

IBOEs are well suited to trade and project transactions where delivery and payment are separated by time. Typical tenors range from 30 to 360 days for trade cycles, and longer maturities can be considered when the bill carries a bank aval or is forfaited against investment-grade risk. Clients use IBOEs to finance exports, equipment deliveries, EPC milestones, and public sector procurements, especially where letters of credit are impractical but a documentary collection with acceptance is feasible.

Documentation and Compliance

Every IBOE we handle is anchored to a genuine commercial transaction. We require the underlying contract, commercial invoice, and shipping or performance evidence, together with full KYC and AML documentation for all parties. Presentation and collection follow established international standards such as ICC URC 522 for documentary collections and, where applicable, UCP 600 when a credit is involved. Local law governing negotiable instruments, including the Bills of Exchange Act or UCC Article 3, is respected in each jurisdiction. We do not process self-issued or privately created notes that lack bank acceptance or verifiable trade substance.

Our Execution Approach

We begin with a feasibility review that assesses the buyer’s credit profile, the proposed tenor, and the availability of a bank aval or acceptance. Once structure is agreed, we coordinate with the buyer’s bank to obtain acceptance, or we arrange a qualified guarantor where appropriate. The accepted bill is then placed with our network for discounting or forfaiting on market terms. Proceeds are remitted to the seller, and the accepting party pays the face amount to the holder at maturity. Execution timelines vary with jurisdiction and counterparty readiness, but many transactions conclude within standard banking cycles once documents are in good order.
